Chairman, Advisory Committee, Housing Department, Government of Maharashtra

This advisory committee has been formed by the Government
of Maharashtra to reform the housing policies in the state.
There is a need to revamp some of the old policies and bring in
some new ones to address the issues in the areas of
affordable housing and slum free Maharashtra. slum rehabilitation, redevelopment and self redevelopment  cooperative housing societies, etc. He have been assigned a wide range of responsibilities in his work portfolio. These include,

His aim is to work for the initiatives of ‘Slum free Maharashtra’ and ‘Housing for all’ and to make policies through a collaborative approach, keeping the interests of all the stakeholders in mind, and with zero burden on govt. treasury, which will accelerate and promote affordable and sustainable housing in the state.

2018–2020

Chairman, Maharashtra Housing Development Corporation (MHDC) (Cabinet Minister Status)

MHDC was formed by Hon’ble CM Shri Devendra Fadnavis in 2018, to speed up the implementation of PMAY-U, the most ambitious scheme of Hon’ble PM Shri Narendraji Modi and appointed him as the first Chairman of this corporation. Prior to his appointment and from 2015 onwards the Government of Maharashtra involved him in the planning and gave him the opportunity to make the state level policy about PMAY.

As the Chairman, Maha Housing (M.H.D.C.), he have taken
initiative to get approval of 60,000 EWS tenements from
Central Govt. (through CSMC) in a short period of six months. During his tenure, M.H.D.C. began construction on multiple projects across Maharashtra including the housing project of Majarewadi, Solapur (3700 Tenements, having project cost Rs.272 cr.), which he bid out at the rate of Rs.1310/- per Sq.ft. On the contrary MHADA & CIDCO were constructing projects at the rate Rs.2700/- to Rs.3000/- per Sq.ft in the same period i.e. 2020-21.

2018-2020

Member of Several High Power Committees

1) State Level Appraisal Committee (SLAC)

(For recommending PMAY proposals to SLSMC) Govt. of Maharashtra appointed him as a technical member of this High Power Committee (H.P.C.). 

2) State Level Sanctioning and Monitoring Committee (SLSMC)

(For recommending PMAY proposals to central govt.) Govt. of Maharashtra appointed him as a technical member of this High Power Committee (H.P.C.) which is headed by Chief Secretary of Maharashtra. 

3) State Level H.P.C for Study, Formation and Recommending the Policy of Self Redevelopment of Dilapidated Building of Co-operative Housing Societies in Mumbai and urban areas of rest of Maharashtra

Government of Maharashtra appointed him as a technical member of this High Power Committee. He prepared the entire policy only in 3 months. & submitted to cabinet through C.M. & cabinet accepted the same as proposed.

2015–2019

PMAY and Housing Sector Policymaking.

During the tenure of Shri M. Venkaiah Naidu as the Minister of
Housing Urban Affairs, he suggested the AHP-PPP model for PMAY-U and worked with the central government authorities to establish rules and guidelines for the same. He also attended several meetings with M. Venkaiah Naiduji to discuss about the AHP-PPP model and finally this model was introduced in PMAY successfully. Also, during this time, he collaborated with the
Government of Maharashtra to develop state level policies
related to PMAY and these were finalized as per his
suggestions and instruction. He has also submitted detailed
notes and presentations to both central and state
governments on the topic of reducing house prices, by
suggesting changes in policies and the UDCPR rules, from
the perspective of civil engineering and architectural design.
At that time, He had indicated that the states should be allowed
to amalgamate existing housing policies for various
disadvantageous groups under the banner of PMAY and this
has been accepted in the newly launched PMAY 2.0. He has
been instrumental in creating policies on Construction
Worker’s Awas Yojana and self-redevelopment of housing
societies. The idea of the Construction Worker’s Awas Yojana was conceived by him to provide affordable homes for the
hardworking construction workers.

2016-2017

Administrative Chairman, Agriculture Producer Market Committee, Barshi.

The APMC in Barshi was in a dire financial situation before, he took charge as the administrative chairman. He ensured an increase in revenue from 2-3 crores per annum to 17 crores per annum.

2015-2017

Administrative Chairman, Santnath Sahakari Sakhar Karkhana.

This cooperative sugar factory having 16800 farmer shareholders was termed a Non-Performing Asset by MSC bank and was auctioned off under the SARFAESI Act for a meagre 28 crore. At the time of auction, the factory had under its assets the factory building, its machinery and a 283 acres land parcel. Seeing this injustice happening to the shareholders of the factory who are the farmers, he fought a case in the Hon. Supreme Court at his own expense to set aside this sale. The Hon. Supreme Court agreed with his view and named him the administrative Chairman to oversee the proper sale of the factory assets. This was the for first time in the history of India that after a sale under the SARFAESI Act and issuance of sale certificate to the bidder after the payment, the sale was set aside, and this created a precedent in the law. He successfully managed to recover the 28 crores owed to the MSC bank by selling only 83 acres of the 283 acres land and leaving the rest of the assets with Santanath Sahakari Sakhar Karkhana.
